Servers decide hits. Period. What your PC can fix is how clean your packets leave and arrive on the last hop, from router to NIC to Windows stack to game socket, so what you saw on screen lines up more often.

In modern FPS titles the game server is authoritative. It validates shots with lag compensation—rewinding world state by a bounded amount of time based on your measured latency. Your client renders a prediction; the server decides the hit. No legitimate Windows tool rewrites that server logic.
